An
80-page filing with the US Federal Communications Commission, U.S. broadband provider Comcast defended its use of bandwidth throttling to protect its network from P2P users.

The company denied it blocks content, applications or discriminates among providers; it is just that it uses network management tools to avoid congestion and this harms some software more than others.

Though Comcast reiterated it does not give preferential treatment to any content it argued that Web traffic needs to be managed to provide the best service for its customers.
