Cheaper texting and browsing come July


EU lawmakers
have reached an agreement to cap tariffs for making calls, texting and data transfers, and the new legislation should go into effect in July 2009.

Under the plan text message prices will be capped at 11 cents, a significant cut, as the average text message price in member states is 29 euro cents.

Data costs will be regulated at the operator level, but the agreement at least provides a limit for data charges in roaming. From July 2009 the maximum rate will be 1 euro per megabyte, and it will drop to 50 cents in July 2011.

Prices of calls in roaming have also been capped at 43 cents per minute, starting in July 2009, and further cuts are planned for 2010 and 2011.
