Sony is saying that the CE-33945-4 issue or glitch if you will, is apparently now fixed or can be fixed. Sony claims that the issue that was preventing a small number of users from buying or playing games has been address and progress has been made toward a solution.

While Sony has yet to get into what is causing the issue, some believe that the issue came from pre-orders a game through PSN and then canceling it through customer support. It is believed that this causing some sort of a database error that leads to this glitch.
