According to the Wall Street Journal  Qualcomm is trying to work with names like Xiaomi and Huawei.

Qualcomm has opened an office in Shenzhen, to act as a bridge between the US-based Qualcomm and its Chinese customers.

The unit also becomes a more public face for the Chinese market. The company has increased its efforts to market itself as a more China-friendly company and is making sure that the public is well aware of its contributions to the local mobile market.

Government

It does have some problems with the Chinese government which is currently trying rely less on foreign products and services.

It wants a focus on local talent, companies, and technologies. That isn't stopping companies like Qualcomm from still trying to make a dent there, and the company must be hoping that if it has powerful friends amongst the industry there it will help.
